You can try to see contact your ISP (Internet Service Provider) and whether it can pass through a series of troubleshooting steps with you. Are you also a router? Have you tried power cycling modem and router? Perhaps you may need some settings on the laptop .... Access your ISP.

UR question not clear ... First, can be clear. From what I understand so ur network;

Cable Providers> Cable modem> PC?
or if you have a router then --
Cable Providers> Cable modem> Router> PC

If it works for your PC, then take the cable that goes to the PC and connect to the laptop, it seems
Provider of cable> cable modem> router (if u)> Editor

After connecting everything
- Delete all
- Wait 10 seconds
- Plug the cable modem to wait (10 seconds, until you are mine, they will start)
- Turn off the router (if you wait 10 seconds)
- Turn on ur laptop

if it does not work, try to run the connection wizzard. If still no joy can have a bad network card in your laptop.
